The Framework Service Contract is intended to support the work of the Committee on Employment and Social Affairs (EMPL) in the European Parliament for the next five years by enabling it to order written expertise as well as workshops in the areas of competence of the EMPL Committee.

FGB will provide independent expert advice on a variety of current and emerging issues connected to the European Parliament’s work. Through the Framework service contracts, expertise will be provided in the form of papers of varying length (Briefings, Analyses, Studies) delivered upon ad hoc requests within a limited and defined time frame. In addition to written advice, FGB will be also asked to attend Committee meetings and deliver presentations through its lead experts as well as organize workshops as appropriate.

The most likely subject areas in which requests for briefings and studies will be required are: a) Commission initiatives; b) Committees' own initiatives; c) Ex-post evaluations and d) Delegated and implementing acts.

Lot 1 covers expertise including all aspects of employment policy; working conditions, labour law and new forms of employment appearing through digitalisation; vocational training policy and professional qualifications; questions relating to the European Social Fund; workers' mobility and immigration, including in view of Brexit. The domains covered by Lot 2 are social security and social protection, including for workers in the “new economy” and in view of Brexit; free movement of workers and pensioners, also in view of Brexit; social inclusion and the reduction and prevention of poverty; social dialogue, information and consultation of workers, also in newly emerging forms of work; non-discrimination at the workplace and in the labour market, both traditional and virtual; demographic change.
