Study supporting the 2019 evaluation of support to Employment and Mobility, within the Multiple Framework Contract for the provision of services related to the implementation of Better Regulation Guidelines

The study foresees a comprehensive overview and assessment of the activities of the European Social Fund in the field of employment and mobility (excluding youth-oriented actions) covering active labour market measures (as foreseen by Thematic Objective 8 “Promoting sustainable and quality employment and supporting labour mobility” of European Cohesion Policy). The study will provide data, evidence and analysis and will feed into the relevant evaluation to be prepared by the European Commission. The study will also pave the way of the ex post evaluation of the ESF.

More specifically the study will answer two main purposes. In the first place it will provide an overview of the main achievements of the ESF from 2014 up to 2018 with the aim of taking stock of performance to date and drawing recommendations for further strengthening the remaining period of implementation. Secondly it will support the European Commission and relevant stakeholders in the programming the ESF+. It thus represents one of the most important sources of evidence informing the future of the ESF for what concerns the pivotal objective of securing more and better quality employment across the EU.
