The purpose of Ex Post Evaluation Synthesis is to synthesise the results of the three ESF ex-post evaluations launched by DG EMPL in 2014 on Adaptability and Human Capital (grouped under the ex post evaluation on Human Capital), Integration of Disadvantaged Groups and Access and Sustainable Integration into Employment. Furthermore, the project provides supplementary syntheses of the ESF Priorities Promoting Partnerships and Strengthening Institutional Capacity.

The ex post evaluation synthesis also includes 28 country reports summarising the outputs and results of the ESF investments across the ESF Priorities and presenting findings and conclusions as well as lessons learned and good practice, as well as an inventory of evaluations carried out in MS for the 2007-2013 programming period.

The synthesis draws lessons for economic and social cohesion policy at Member State and EU level with reference to the European Employment Strategy as incorporated into the Integrated Guidelines for Growth and Jobs, within the framework of the Lisbon Strategy and the Europe 2020 Strategy, and the accompanying (country-specific) recommendations and national reform programmes.
