Unitary evaluation of activities aimed at promoting local economic development implemented by Autonomous Region Friuli Venezia Giulia in the programming periods 2000-2006 and 2007-2013 (Lot 2)

This service carries out a unitary evaluation of results and impacts of regional programmes and interventions co-financed through EU, national or regional funds, that have been carried out by Friuli Venezia Giulia Region since 2000, and are linked to the support and development of the regional economic system. The overall objective of the evaluation is to provide regional authorities with evidence-based knowledge in order to steer programming decisions for the next programming period.

The service entails the implementation of both desk (national and regional statistics and administrative data) and field analysis (case studies, focus groups and key informant interviews). The study will tackle a set of three evaluation questions by resorting to several techniques including the set-up of a macroeconomic forecasting model of Friuli Venezia Giulia’s economy: i) how did the local economic system respond to the economic and financial crisis, also in comparison to other regions, and what has been the impact of the use of EU funds over the last two programming periods and in the light of the Europe 2020 Strategy?; ii) what are the main structural differences that can be identified within the local economic sub-systems, with particular reference to local enterprise clusters and technology districts?; iii) what are the main financial engineering instruments and incentives supporting regional enterprises and how are they working?

The results of the analysis will be disseminated through a number of seminars and the publication of an evaluation report and a synthesis report.
