The purpose of this pilot project is to establish and support an independent expert group to carry out a fundamental rights review of existing EU legislation, instrument or agreement with third parties that involves the collection, retention, storage or transfer of personal data.

The pilot project aims to study and analyse the impacts of a catalogue of legal instruments, and their national implementation on the fundamental rights of individuals, in particular the rights to the protection of privacy, personal data and free expression encompassed in the EU Charter for Fundamental Rights and the European Convention on Human Rights.

The group of experts involved in the project conducted a comprehensive mapping and review of existing legal acts at EU and Member States’ levels, which provide a legal basis for the collection and use of personal data.
