Evaluating the employment impact of hiring incentives in Italy - Pilot project

The project aimed at carrying out counterfactual evaluations of the impact of different employment support policy measures co-financed by the European Social Fund. In particular, the focus of the analysis is on actions targeted at creating new employment (Calabria Region) and at increasing the share of permanent contracts (Marche and Umbria regions). Counterfactual Impact Evaluation allows to isolate and measure the net impact brought about by a specific intervention. In practice, the evaluation compared the employment and placement outcomes of beneficiaries of identified measures with those of non-beneficiaries (ensuring that the two groups are as much as possible similar in their pre-intervention status) thus enabling an estimation of the relevance and effectiveness of the above measures.The project saw desk analysis activities, the organisation of peer reviews among partners aimed at discussing the results and two closing seminars aimed at disseminating relevant information in Rome and in Brussels.
