Technical Assistance for Strengthening Institutional Capacity of Centre for Labour and Social Security Training and Research (ÇASGEM)
ÇASGEM is the Centre for Labour and Social Security Training and Research of the Turkish government. The Technical Assistance comes to support ÇASGEM in having a strong impact on the working and living conditions of the Turkish labour force and influence the shape of the labour market by modernising and upgrading its programming, management, monitoring and evaluation, training content and materials, and redefining its tasks and objectives so that they can adequatelly answer to the rapidly changing labour market, social policy developments and labour law in Turkey.
The Project Key Issues frame provides the necessary approach to deliver positive institutional change and strong, sustainable capacity building. These include: need for change in management process; improved cooperation with the private sector and civil society; cooperation with social partners, training and research institutions and the academic community; marketing and visibility; human resource capabilities; sustainability of technical outputs and institution building process; development of practical, applicable and tailored solutions; and ensuring full, progressive and integrated learning.
The overall objective of the project is to develop the labour market in Turkey - through a better skilled labour force, improved working conditions, social security services and occupational health and safety - by providing capacity building support to ÇASGEM.
