Ex-post evaluation of Cedefop study on learning outcomes

The project concerns the ex-post evaluation of the study published by Cedefop (the European Agency supporting the development and implementation of EU policies on vocational education and training), titled Ensuring transparency and transferability of learning outcomes: analysing two decades of European and national initiatives” (2021-2024), which focuses on the transparency and transferability of learning outcomes.

The evaluation assesses the study's relevance, effectiveness, efficiency, coherence, sustainability and EU added value, as well as its contribution to EU lifelong learning, qualifications and mobility policies.
The evaluation aims to:

• assess the extent to which the study addressed Cedefop's and EU policy priorities;
• analyse the methodological quality and robustness of the study;
• evaluate the uptake and impact of the study at EU and national level;
• identify lessons learned and actionable recommendations for future Cedefop research and policy support activities.

As lead partner of the project, FGB is responsible for the overall implementation of the evaluation, including project management, methodological assessment, desk research, EU- and national-level stakeholder consultations, comparative analysis and drafting of all deliverables.
