The overall objective is to support the EBRD and selected clients to deliver projects, policy dialogue and capacity building activities specifically in the area of promotion of women’s access to employment and skills. This requires providing support to identify and address barriers to equal opportunities, including:

  • Human Resources policy, procedures and practice (ie. recruitment, retention, career development, prevention and combatting harassment and governance)
  • Technical Skills and training
  • Supply Chains.

The expected outcome is the provision of high quality and timely advice so as to increase the number of EBRD investments, which improve equality of access to employment and skills for men and women in the EBRD’s Countries of Operation.

The deliverables are defined according to the following outlines and specified in each request for proposal:

1.1   Supporting investments

1.2   Supporting policy dialogue

1.3   Supporting capacity-building & knowledge management

1.4   Other Tasks: preparation of specific standalone assignments to formulate a better understanding of issues such as the lack of access to collateral for women-owned businesses. This is particularly relevant for emerging challenges where there is a need to understand the full extent of the “gender gaps” in markets, formal and informal institutions and households in order to make well-informed decisions.
