Skilled labour mobility in the EU, a new study for the European Parliament
Between April and October 2026, Fondazione Giacomo Brodolini will carry out a new study for the European Parliament to identify effective policy strategies linking employment, innovation and territorial cohesion, with the aim of supporting talent circulation and balanced regional development across Europe.
Titled Skilled labour mobility in the EU: pathways, challenges, and strategies for attraction and retention, the study will be conducted by FGB with the support of Prognos Consulting. It will assess how EU policies can better attract, develop and retain talent in the context of skills shortages, demographic change and increasing global competition.
The study will also examine the posting of third-country nationals in the EU, focusing on the interaction between posting rules and social security coordination, as well as the implications for workers' protection and enforcement.
