Citizenship education in initial vocational education and training

The primary objective of the study is to investigate how initial vocational education and training (IVET) systems contribute to the development of citizenship competences in eight European countries (Germany, the Netherlands, Norway, Portugal, Romania, Czechia, Estonia, and Italy), and provide best practices for policy-making and implementation.

The research focuses on identifying effective practices, challenges, and gaps within these systems, to generate actionable insights that can inform and enhance policy-making and implementation strategies.

In addition to national-level analysis, the study supports discussions on European Union initiatives that promote active citizenship and reinforce the role of VET in shaping informed, responsible, and engaged citizens across Europe.

Key research questions include:

• integration of citizenship education in IVET, by analysing to what extent, and in what ways, is citizenship education integrated into school- and company-based IVET systems in Europe;
• EU-level support for citizenship competences, by analysisng what are the strengths and opportunities of EU-level initiatives in promoting citizenship competences within VET systems across Member States.

 As lead partner of the project, FGB will conduct the study, and has established an excellent team of experts and national researchers.
