Skilled labour mobility in the EU: strategies for attraction and retention

The project consists of a study for the European Parliament on skilled labour mobility in the EU, aimed at providing Members of the Committee on Employment and Social Affairs (EMPL) with authoritative and timely information ahead of the European Commission's Fair Labour Mobility Package.

The study will examine:

• labour and skills shortages across EU sectors and regions:
• the impact of worker mobility on the Single Market;
• policies and good practices for attracting and retaining highly skilled workers;
• the role of training, skilling and upskilling;
• the integration of SMEs, start-ups and regional ecosystems into a European talent and innovation strategy.

A second component will focus on the posting of third-country nationals, looking at legal fragmentation, administrative practices, worker vulnerabilities, occupational safety and health, and policy recommendations to improve monitoring, enforcement coordination and legal certainty while safeguarding workers' rights.

The study aims to evaluate public policies linking employment, innovation, labour mobility and territorial cohesion, identifying effective strategies to promote skilled employment, talent circulation and balanced regional development. 

Fondazione Giacomo Brodolini will act as the main contractor for the project.
