Agile Arvier - OpenGovLAB. Building change in Alpine villages

The project Agile Arvier. The culture of change aims to support the Arvier area (Aosta Valley) in a transformation process to counter the perception of marginalisation experienced by Alpine villages in the face of contemporary social, environmental, and economic changes.

The project is funded under the public call for the cultural and social regeneration of small historic villages (Line A) within the Italian National Recovery and Resilience Plan (PNRR, Mission 1 "Digitalisation, Innovation, Competitiveness and Culture", Component 3 "Tourism and Culture 4.0", Measure 2 "Regeneration of Small Cultural Sites, Cultural, Religious and Rural Heritage", Investment 2.1 "Attractiveness of Villages"), funded by the European Union through the NextGenerationEU programme and promoted by the Italian Ministry of Culture.

In the framework of the project, Open Gov Living Labs (OpenGovLAB) are a set of laboratories that foster open and participatory governance practices through collaborative spaces dedicated to experimentation, dialogue, and co-design among citizens, institutions, and local stakeholders.

OpenGovLAB is designed to: strengthen the transparency of public action; promote the active involvement of citizens in local policy-making processes through the use of open data; build a solid and accountable governance system based on the informed use of data and on the integration of technological innovation and civic participation.

Through digital tools, collaborative methods, and open government practices, OpenGovLAB supports more effective management of public resources and fosters informed community participation in strategic decision-making processes concerning the territory.

Specifically, the initiative aims to:

• develop a culture of management and monitoring of common resouces based on transparency and the reuse of open data; 
• encourage the sustainable management of tourism and cultural initiatives within the Arvier territory, through collaborative approaches; 
• promote local villages through the development of new services, including digital services, based on the use of open data; 
• monitor the use of PNRR resources and the progress of project initiatives, fostering co-programming processes and administrative transparency.

As the community manager of the Agile Arvier project, Fondazione Giacomo Brodolini coordinates and supervises all laboratories and planned activities in order to ensure coherence, integration, and alignment among the various project actions, and contribute to the achievement of the project's objectives.

In particular, FGB designs and delivers the Open Data Academy, a training programme focused on open data as a tool for local empowerment, territorial innovation, and sustainable development. The initiative promotes digital citizenship, civic participation, and the dissemination of skills related to the use of open data, involving local administrations, third-sector organisations, and students.

FGB is also responsible for the project's civic monitoring activities through the implementation of three citizen surveys aimed at collecting data and perceptions regarding the changes generated by the Agile Arvier interventions on the territory and the local community.

Finally, FGB oversees the creation and facilitation activities of the Open Gov Living Labs.
