Evaluation of external factors affecting the implementation of structural funds in the Region of Marche

The evaluation aims at identifying those factors that, although not directly connected with the management of structural funds, affect the implementation of the ERDF ROP Marche 2007-2013. These factors can be of a legal/administrative nature (such as the legislation concerning public procurement or the respect of the stability pact), of an organisational or socio-economic nature (linked to the current economic downturn). The evaluation is carried out in close connection with the Managing Authority of the ROP and entails an in-depth analysis of the socio-economic regional context, a series of interviews with fund managers/beneficiaries as well as a comparative analysis of external factors at the EU level.
