The FEAD mid-term evaluation (Fund for European Aid to the Most Deprived) aims at assessing the achievements of FEAD programmes to alleviate the worst forms of poverty. This study will serve as input for a Staff Working Document, which will ultimately feed into a Communication of the Commission to the European Parliament and the Council. The study shall comply with the evaluation criteria as set by the Better Regulation Guidelines (relevance, effectiveness, efficiency, coherence and EU added value) and the evaluation of efficiency will include an assessment of the potential for regulatory simplification and burden reduction
