The general objective of the Framework Contract (FWC) SIEA 2018 is to provide, via individual assignments defined and contracted through Specific Contracts, highly specialised expertise which can be mobilised at short notice.
The expertise to be provided to the European Commission, Partner Countries/Organisations and EU Delegations in third countries is required in all stages of project cycle (except audit), from design to implementation and evaluation of EU interventions. To this end, a series of horizontal tasks is foreseen to assist beneficiaries in carrying out analysis, studies and providing opinions and advice.
Lot 4 focuses on human development and safety net and articulates in the following subsectors:
