ILA. Support the explorations on Individual Learning Accounts in the UE

Study to support the Commission explorations for a possible EU initiative on Individual Learning Accounts (ILA)

The main purpose of the study is to assist the Commission in evaluating the merits of a European initiative on individual learning accounts to empower individuals to get the training they need. Through the study, the Consortium will support the Commission through a few key steps of the Commission’s impact assessment, in line with the Better Regulation Guidelines and Toolbox. This includes:

• Definition of the main problems and respective drivers
• Advice on the formulation of the general and specific objectives of the action
• Develop and present the intervention logic of the action
• Through an extensive literature review and 8 case studies, review the possible policy measures that could be included in the initiative
• Detailed formulation and description of three policy packages and scenarios for the estimation of the impacts (by Member State and at the EU27 level)
• Ranking and comparison of the policy options against a set of key dimensions (i.e. effectiveness, efficiency, coherence, and stakeholder’s views). Recommendation of the best-ranking policy option.
• Develop a questionnaire for public consultation on the initiative

The final report will inform the Council recommendation on Individual Learning Account.
