The purpose of this study is answering the overarching question on how the ESF intervention has provided support to mitigate the crisis in the 7 most heavily affected European Union Member States in terms of unemployment rates, youth unemployment and long-term unemployment as well as poverty rates. The answer has been produced by relying on a clear assessment of the existing ESF evaluations for the 2007-2013 at EU-28 level and with particular regards to the 7 selected Member States.
The resulting Long Briefing Note evaluates the reactivity of the ESF in the face of the crisis, and includes a comparison with the changed modalities for the 2014-2020 funding period, providing clear policy recommendations as to the suitability of ESF objectives, bodies and procedures for reacting to cyclical variations in the labour market. The final report also indicates avenues for future research.
