Polaris. Assessing the state of social dialogue in the European Union

The Social Dialogue Indicators - ETUC Polaris project is aimed at strengthening trade union involvement in social dialogue and industrial relations at European, national and sectoral level. The project seeks to analyse the current state of social dialogue by identifying its practices, actors and mechanisms within the European and national frameworks.

The project aims to build a common, robust and replicable framework to assess the state of social dialogue in the European Union and Member States, by identifying quantitative indicators and qualitative descriptors capable of measuring the structures, processes, actors, outcomes and quality of interaction between social partners and institutions.

The project also aims to define a shared methodology for the collection and comparative analysis of data, strengthen stakeholder engagement and capacity through participatory workshops, and produce evidence and operational recommendations to support the role of trade unions and improve the effectiveness of social dialogue.

As lead partner of the project, Fondazione Giacomo Brodolini plays a technical-scientific coordination and implementation role.

In particular, FGB oversees: the methodological development of the social dialogue assessment framework; the selection of indicators; the collection and analysis of information; the facilitation of workshops; the production of reports and support for the dissemination of results, in coordination with the European Trad Union Confederation (ETUC) and the stakeholders involved.
