The project involves carrying out a survey on the characteristics of the final beneficiaries of the National Programme for Inclusion and the Fight Against Poverty 2021-2027 on behalf of the Italian Ministry of Labour and Social Policies. The survey will beconducted through partner organisations, with a particular focus on Priority 3, which addresses material deprivation and aims to support people experiencing severe poverty.
The main objective of the project is to collect detailed data on the assistance provided through soup kitchens, solidarity emporiums, outreach services, and food parcel distribution, as well as on the social support measures implemented to counter social exclusion. A total of 2,749 interviews will be conducted with the final beneficiaries of the programme, along with 195 interviews with representatives of local partner organisations.
In addition, 15 focus groups will be organised with the managers of lead and local partner organisations, with the aim of gaining deeper insight into existing dynamics and the most relevant aspects related to the implementation of social support measures – one of the cornerstones of the new 2021-2027 programming period of the European Social Fund Plus (ESF+).
The research findings will provide a solid data foundation to assess the effectiveness of interventions aimed at combating material poverty and to guide future social policies, with particular attention to improving the living conditions of people facing hardship. The results will be presented at a public event scheduled for the first half of 2026, together with interactive dissemination tools, including reports and digital visualisations.
As project coordinator, and after contributing to the development of the questionnaires, Fondazione Giacomo Brodolini will be responsible for all activities following the data collection phase, from data organisation and database creation to the analysis of results and production of the final reports.
