Unregistered employment is one of the main challenges in Turkish labour market. Unregistered employment causes the loss of income for the state and loss of the rights for the workers who work unregistered.The overall objective of the project is to contribute to the reduction of unregistered employment in Turkey. The specific objectives are:

- to increase the guidance and inspection capacity of SSI (Social Security Institute) both at central and local level;

- to increase the policy making capacity of SSI at central level with regards to the promotion of registered employment;

- to increase the public awareness on the importance of registered employment.

 Within this framework, the activities aim at reaching the following results:

- to improve guidance and inspection capacity of SSI as well as knowledge of the relevant stakeholders in accordance with a new approach that focuses more on information and guidance and less on punishment;

- to increase public awareness on the importance of registered employment;

- to improve the policy making capacity of the SSI regarding promotion of registered employment.

Results will be achieved through a set of activities that includes: capacity building action, training of civil servants, drafting of sectoral guidelines and manuals, public awareness measures including the production and distribution of the Social Hero KIT for pupils, drafting of recommendations for public authorities and the production of three reports about different topics relating to unregistered employment.
