Analysing skill needs to drive innovation in Montenegro

Within the framework of developing Montenegro's second Smart Specialisation Strategy (S3) for 2026-2031, Fondazione Giacomo Brodolini has been selected to implement a new study for the European Training Foundation (ETF) to analyse skills needs for innovation and productivity.

The Strategy is being developed by Montenegro's Ministry of Education, Science and Innovation of Montenegro, with the aim to strengthen innovation-driven growth across key economic domains.

Fondazione Brodolini will carry out the study in collaboration with IBF, and will conduct the analytical work jointly with ErreQuadro between October and December 2025.

The research will explore innovation dynamics, technology adoption readiness, and skills implications in three priority areas: energy and sustainable environment, construction, and sustainable agriculture and food value chains, providing evidence-based insights to support Montenegro’s competitiveness and EU integration goals.
