Skills analysis and policymaking: in Finland with ETF Skills Lab Network
As part of its role in managing and animating the European Training Foundation's (ETF) Skills Lab Network of Experts, Fondazione Brodolini organised a peer-learning visit to Finland from 15 to 18 September 2025, bringing together members of the network.
Established in 2021 to foster knowledge creation and exchange within the research community on skills anticipation and matching, the ETF Skills Lab Network of Experts connects experts and researchers from different institutions and countries across Europe. FGB's Policy Evaluation & Human Capital Area has managed and animated the Network on behalf of the European Training Foundation for the past three years.
The visit provided valuable insights into Finland's Labour Market and Skills Intelligence system – widely regarded as one of the most advanced in Europe – its main actors, defining features, and the functioning of its main skills forecasting and foresight exercises. Participants explored how these elements inform policymaking in education and employment. Both national and regional systems were examined, with particular attention their integration and coordination.
"Participants learned how Finland's clear governance structure integrates both national and local institutions, and how the results of its skills analysis and forecasting are closely linked to policymaking" explains Chiara Fratalia, Manager at FGB's Policy Evaluation & Human Capital Area and Delivery Coordinator of the project.
