EURES 2022 Report on Labour Shortages and Surpluses
The European employment services (EURES) is a European cooperation network between the European Commission, the European Labour Authority (ELA), the national employment services in all the EU countries (and beyond). EURES facilitates the free movement of workers by providing information and employment support services to workers and employers, and by enhancing cooperation and information exchange between its member organisations. As part of its activities, EURES drafts an annual report on labour shortages and surpluses.
The aim of the service is drafting the 2022 EURES Report on Labour Shortages and Surpluses and provide reliable information about labour market dynamics and mismatches to jobseekers, employers, VET providers, social partners and EURES staff.
The analysis relies on information provided by the EURES National Coordination Officers (through an ad hoc questionnaire) and complemented by additional statistical information collected through EUROSTAT/Labour Force Survey and the EURES portal data. As an innovative element from previous editions, the analysis will be expanded through additional desk and field research (literature review and focus groups), aimed at investigating the factors which are shaping the current and future skill needs of the European labour market. These factors include inter alia demographic dimensions and trends, the zero-carbon agenda and its impact on green skills and green jobs, the rapid and widespread diffusion of information technologies and automatization, changing patterns of work and intra and interregional and national migration flows.
The triangulation between the two approaches will lead to a better contextualisation of shortage and surplus occupations identified in terms of their relationship with one or more of the major social, economic and technological developments in Europe.
