Evaluation of the ETF network of excellence

The objective of the project is to conduct an in-depth evaluation of the ETF Network for Excellence (ENE), the international network of centres of vocational excellence of the European Training Foundation (ETF). ENE is intended to encourage the sharing of ideas, practices and experiences between centres of vocational excellence at both national and international levels.
The evaluation will firstly concentrate on the objectives and results established and achieved in the period between 2018 and mid-2023. Secondly, it will aim to identify which elements can be better developed by ETF in the future, based on the lessons learnt and on an overview of the activities of other key actors in human capital development, particularly centres of professional excellence.
The project envisages an initial phase of both qualitative and quantitative data collection and analysis, which will be followed by a stress test to verify the validity of ENE's objectives against future scenarios, based on stakeholder interviews and surveys administered to ENE members, and methodologies such as theory of change reconstruction to develop conclusions and recommendations.
All activities will be carried out by the Fondazione Giacomo Brodolini, which leads the project. Partners of Ockham IPS will support FGB by reviewing the project results and providing targeted support.
