EVALVET – Evaluation of VET in the new economic framework

The EVALVET project tested an international research model for the quantitative and qualitative evaluation of participation in the Vocational Education and Training (VET) systems of the main disadvantaged groups at risk of social exclusion, namely, immigrants, disabled persons, elderly workers, early school-leavers and low-skilled workers.

The development of VET systems to meet the needs of people or groups at risk requires a combination of targeted investments, assessment of prior learning and a tailored provision of training and learning needs. The specific knowledge base coming from the project activities strengthened the governance of VET programmes (initial or continuing) within the national devolution process, which requires stronger coordination efforts, and promoted an effective comprehension of the actions implemented by partner countries in the field of education and training of disadvantaged groups.

The project results are aimed at helping national and local policy-makers improve their knowledge about the barriers that prevent the access of disadvantaged groups to VET. Therefore, it is necessary to begin an effective process of innovation in the VET provisions towards the specific needs of the above-mentioned target groups that are so far outside such systems.
