INDACO surveys on adult training in Public Administration

The surveys build upon the work conducted in previous years on the subject of training and education.

The INDACO-Adults survey, scheduled for two consecutive editions in 2025 and 2026, aims to assess lifelong learning participation among adults in Italy, focusing on individuals aged 18 to 64.

Through interviews with 35,000 adults across both editions, the survey's goal is to explore different forms of educational participation – formal, non-formal, and informal – and identify the factors influencing access, including sociodemographic, cultural, and professional variables.

It will also assess the perceived benefits of education and skill acquisition. Furthermore, the survey will examine barriers to training access, as well as intergenerational knowledge transfer, the impact of agile work and digitalisation, and the effects of training on individual career paths.

At the same time, the INDACO-PA survey, scheduled for 2025, aims to analyse the structural characteristics and trends in professional training programmes offered by Public Administrations for their employees. The survey will include 2,000 interviews with municipalities employing more than five people and 3,000 interviews with other institutional units.

The survey results will undergo thorough analysis and be compiled into comprehensive reports. These reports will highlight structural issues, emerging trends, and strategically significant questions, providing robust, up-to-date insights to support decision-making processes.

Designed as tools for guiding the development, evaluation, and refinement of sectoral policies, the reports will focus on two key areas: first, the various systems that contribute to adult education, as outlined in the INDACO-Adults survey; and second, the evolution of continuous training within Public Administration, as examined in the INDACO-PA survey, with particular attention to recent changes.

FGB will be responsible for designing all research tools, analyzing the survey results, and drafting the reports.
