The study supports the European Commission in evaluating the implementation of the European Council Recommendation on Individual Learning Accounts (ILAs - 2022/C 243/03).

It provides a comparative and evidence-based assessment of how ILAs have been developed and implemented across Member States, combining desk research, EU-wide mapping, national case studies, stakeholder consultations and cost–benefit analysis.

The evaluation assesses the effectiveness, efficiency, coherence, relevance and EU added value of the ILA Recommendation. It examines the extent to which ILAs increase adult participation in learning, support skills development and facilitate labour market transitions, with particular attention to SMEs, vulnerable groups and the role of enabling frameworks supporting ILA uptake.

Fondazione Giacomo Brodolini leads the project and contributes to the methodological design and qualitative analysis.Furthermore, FGB plays a key role in stakeholder consultations, national case studies and the assessment of ILA impacts on inclusion, access to training and SME skill needs.
