Technical assistance to the Campania Region on the Development and Cohesion Fund

The project envisages the provision of technical assistance services to support the Managing Authority of the Development and Cohesion Fund
The project provides methodological, operational and strategic support in control, monitoring and expenditure certification processes, ensuring regulatory compliance, efficient resource management and integration with regional information systems (e.g., SURF).
The project is part of the broader framework of cohesion policies, aiming to strengthen the effectiveness and quality of the management of FSC interventions through an integrated approach combining operational support, managerial innovation and capacity building.
In this context, the project's specific objectives are:
- strengthening the administrative capacity of the Region;
- ensuring the achievement of FSC expenditure targets;
- improving control and certification processes;
- ensuring compliance with EU and national regulations;
- enhancing monitoring and reporting;
- promoting knowledge transfer and capacity building.
Within the partnership, Fondazione Giacomo Brodolini contributes to project implementation by providing specialised expertise and methodological support, adopting an approach focused on problem solving, innovation and strengthening the administrative capacity of the contracting authority.
In particular, FGB is responsible for the following activities:
- first-level controls and on-site verifications;
- support to expenditure certification;
- development of tools (checklists, reports, dashboards);
- support to information systems and monitoring activities;
- on-the-job support to the administration and knowledge transfer.
Project outputs
The project foresees the development of a comprehensive set of operational, documentary and digital tools aimed at effectively supporting control, monitoring and certification activities, as well as ensuring process standardisation and knowledge transfer to the administration.
These include:
- manuals and procedures (e.g., Certification Authority Manual);
- checklists and control reports;
- monitoring reports and BI dashboards;
- register of irregularities and recoveries;
- guidelines, FAQs and operational handbooks;
- monitoring dashboards and digital tools.
