Development and Implementation of the Individual Learning Accounts In Hungary (ILA-HUN)
The Ministry of Hungary, DG REFORM and AARC/Fondazione Brandolini partnered to support the Hungarian government in the introduction of an support the Hungarian government in the introduction of an Individual Learning Account (ILA) to help improve the levels of participation of adults in education and training through financial incentives. The ILA will be combined with supporting services (e.g. directories of approved trainers and training courses) as appropriate to the Hungarian context, the operation of its labour markets and VET systems.
DG REFORM and FGB supported the Hungarian authorities in defining the necessary steps, processes and procedures needed for developing an ILA. A roadmap describing the required administrative capacity and relevant technical procedures to implement the ILA system in the country were developed as part of this technical support project.
Based on extensive consultation with Hungarian stakeholders and good practices the project delivered the following outputs:
- Situation Analysis Report providing a factual summary of the current status of the adult training system in Hungary and setting out how the ILA can be implemented and integrated into the Hungarian legal and procedural frameworks
- HUN-ILA Proof of Concept including a set of recommendations to inform the implementation of the ILA in Hungary. This will take into account all elements of the enabling framework as defined in the Council Recommendation on Individual Learning Accounts.
- Implementation Roadmap and action plan: outlining the recommended step-by-step process for the introduction and implementation of ILA and providing a clear picture of what the end goal is.
FGB will capitalise on previous experiences in terms of ILA knowledge, having lead the Study to support the Commission explorations for a possible EU initiative on Individual Learning Accounts.
