Mid-term review of the 2027 ETF strategy

As part of a consortium led by the network Ockham IPS, also including the research and consulting company 3s, Fondazione Brodolini will take part in the mid-term revision of the 2027 strategy of the European Training Foundation (ETF). The contract has begun in June 2023, and will run until December 2023.
The ETF is now in the third year of implementation of its 2027 strategy, covering the period of the next EU multiannual financial framework 2021-27. The strategy aims to reach the ultimate goal of the organisation, that of contributing, within the context of EU external relations policies, to improve the development of human capital. The fulfillment of this objective requires a close alignment between ETF’s actions and the priorities of the EU's instruments for external assistance.
The purpose of the assignment is to assess ETF’s progress towards its 2027 vision and associated strategy, to define ways in which it can ensure that its value proposition is successfully delivered. Ultimately, this will be translated into a strategic 2027 roadmap with impact metrics, together with a performance monitoring process and framework ensuring to its stakeholders that ETF is able to attain the 2027 vision, as expressed in the strategy, as well as, through a differentiation approach, its value proposition.
The review will take into consideration the institutional context in which the implementation of the strategy takes place, and how this has been evolving over time.
ETF's progress towards its 2027 vision will be initially assessed through a series of interviews with senior managers, project officers as well as the formal commitments in SPD, and annual work programmes. Secondly, a strategic roadmap will be proposed, to examine the requirements aimed to ensure ETF’s value delivery by 2027, also based on the views, needs and expectations of ETF’s beneficiaries.
As part of the contract, Fondazione Brodolini will conduct the interviews to the organisation's staff, as well as to external partners. FGB will also be responsible for reviewing strategic indicators against which to evaluate the ETF's strategy, and will also actively contribute to answering evaluation questions to examine the overall performance of the organisation against the goals set in the 2027 strategy.
