Eures 2023 Report on labour shortages and surpluses

The objective of this service is to draft the European Employment Services' (Eures) Report on Labour Shortages and Surpluses 2023, in accordance with Article 30 of the Eures Regulation. The report aims to inform jobseekers, employers, and Eures staff about opportunities and bottlenecks in the labour market, thereby assisting National Coordination Offices (NCOs) in the planning of their programme and identifying potential cooperation projects on labour mobility.

Since 2021, the management of Eures has been transferred from the European Commission to the European Labour Authority (ELA). For the second year, ELA has entrusted Fondazione Giacomo Brodolini with the task of drafting the annual report.

Building upon the previous experience, FGB will:

  • collect and analyse data from NCOs and other European data sources (such as Eurostat and the Eures job vacancy). The analysis will not only identify labour imbalances within the 31 Eures member States, but will also include insights on their regional dimension. The report will also provide a vulnerability index associated with labour imbalances;
  • contextualise the findings within the broader context of the labour market and employment trends and drivers. The study will include as much as possible the analysis of recent drivers of labour imbalances, primarily the war in Ukraine and its subsequent inflows and effects on energy prices;
  • formulate key policy recommendations and pointers, to be validated by the contracting authority and key Eures stakeholders.

Compared to the previous editions, the 2023 report will introduce significant innovations.

First of all, it will specifically focus on the construction sector and explore cross-border labour mobility between countries as a means to alleviate imbalances. Secondly, the report will provide an in-depth analysis of data and literature from five selected Eures member states. Lastly, Fondazione Brodolini will conduct a systematic mapping of data sources and indicators to identify and characterise labour imbalances.
