Policy evaluation, our new assignments in Europe

With the launch of three new EU-funded projects, Fondazione Giacomo Brodolini further strengthens its contribution to support EU policies on skills, education and labour markets.

The new assignments include a study supporting the European Commission's Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) in evaluating the implementation of the European Council Recommendation on Individual Learning Accounts (ILAs). These are virtual wallets, established by national authorities, for every person of working age, which provide adults with financial support to access learning opportunities.

"The study will provide a comparative assessment of how Member States promote adult learning participation and skills development" explains Costanza Pagnini, Head of FGB's Policy Analysis and Evaluation Unit.

FGB is also leading the evaluation of the European Training Foundation's (ETF) country-level actions in Human Capital Development, assessing results, impacts and EU added value across ETF partner countries. ETF’s mission is to help transition and developing countries, primarily those bordering the EU, strengthen their education, vocational training, and labour market systems to improve human capital development.

In addition, Fondazione Brodolini is carrying out an ex-post evaluation of a study published by Cedefop (the European Agency supporting the development and implementation of EU policies on vocational education and training) on the transparency and transferability of learning outcomes, with a focus on its contribution to EU lifelong learning and mobility policies.
