Adult learning: our surveys for Inapp

In December 2024, Fondazione Giacomo Brodolini was entrusted with the implementation of six adult learning services on behalf of the Italian National Institute for the Analysis of Public Policies (Inapp), thus reaffirming its prominent role as a key interlocutor among the main actors in the training system.

The assignments cover the entire spectrum of adult learning; the commitment of Fondazione Brodolini will consist in the provision of support for implementing a series of surveys – some of which have already been conducted in previous editions, such as the INDACO surveys on knowledge within companies (INDACO-Enterprises) and on adult training behaviours (INDACO-Adults).

The support provided by FGB will extend to the fifth and sixth editions of the Survey on Vocational Training Offer in Italy (OFP), as well as to the third edition of the Survey on Intangible Investments of Companies (IAS) and the one on knowledge within public administration (INDACO-PA). Fondazione Brodolini will also be responsible for the study Modernising training to support transitions, the survey on Employment Outcomes of Vocational Education and Training (IeFP) and Higher Technical Education and Training (IFTS) pathways, and the sample survey on the pathways of young people between school, training, and work.

"The assignment of both services which have been previously carried out and related to new research areas confirms that FGB is recognised as capable of conducting solid analyses, expanding the areas of in-depth study, and suggesting operational proposals and policy recommendations," comments Maria Saide Liperi, Senior Officer of the Policy Evaluation & Analysis Unit at FGB, who is working on the surveys.

At the heart of the research there will be not only training in the workplace, but also that in response to personal needs. The main actors in the adult learning system (individuals, self-employed workers, employees, companies, public administration, training agencies, promoting entities, social partners, national associations) will be involved in the surveys, which will delve into the sources and amounts of funding and analyse the type and quality of investments.

The scope of the research will also encompass the school-to-work transition pathways of young people. In particular, the Vocational Education and Training and Higher Technical Education and Training pathways will be examined, aiming to understand their effectiveness and coherence with market needs.

In order to reach these goals, a wide range of methodologies will be employed, including census and sample surveys, focus groups and semi-structured interviews, webinars, desk research, case studies and comparative analysis.
